The Roadways, Utilities and Ground Transportation CENTER Project

The Roadways, Utilities and Ground Transportation Center (RUGTC) Project consists of the design and construction of the on-airport roadway transportation network. This includes roadway configuration, maintenance and protection of traffic, intuitive wayfinding and enhanced traffic technologies as well as at-grade pavement, retaining walls and bridges, and utility relocations and upgrades.

At the core of the project is the design and construction of a modern, eco-conscious, multi-level Ground Transportation Center equipped with 1,950 spaces, electric vehicle charging and a 400-foot-long elevated pedestrian bridge including a bicycle lane, pedestrian canopies and provisions for food trucks. The roof level will feature a rainwater harvesting facility for landscape irrigation and future green roof energy-efficient provisions for solar paneling.

This $1.24B project is a key part of JFK’s $19B transformation and is expected to be completed in December of 2027, in line with new terminal construction, providing access for all new terminals at completion without interruptions to existing operations.

The completion of the RUGTC Project will dramatically improve access to the airport by simplifying the existing complex roadway network, providing easier to navigate access to terminals with improved frontage areas, and building a new ground transportation center for passengers to connect to taxis, for-hire vehicles, mass transit and parking.

A joint venture of Skanska USA Civil NE and Halmar International LLC, Skanska Halmar JFK Joint Venture “(SHJV)” with Parsons Transportation Group as the Lead Designer has been selected to deliver the JFK Roadways Utilities and Ground Transportation Project for the Port Authority of NY and NJ.
